What's behind reports that the Israeli army is low on troops, equipment?

Israeli media, including Channel 12 and the newspaper Maariv, report that the military faces severe shortages of equipment and personnel. Channel 12 said a planned purchase of 12 Apache attack helicopters from US manufacturer Boeing fell through because of a shortfall in the army's procurement budget. Maariv reported the army lacks tanks and armoured personnel carriers, saying three years of war have worn down vehicles while hundreds have been damaged, and that the military is preparing to suspend soldiers' leave. The reports emerged a day after Prime Minister Benjamin Netanyahu failed at a routine meeting to persuade opposition leader Yair Lapid to cooperate on passing the state budget.
