Trump administration uses rare authority to cancel nearly $1 billion in Congress-approved spending

President Donald Trump is canceling nearly $1 billion in Congress-approved spending via a rare contested rescission power, the White House said Friday. Most cuts target HHS programs for refugees and unaccompanied minors accused of illegal entry, which the administration says are unnecessary as border crossings have fallen. Also cut are migrant-student, racial-tension, minority-business and housing programs. Republican Sen. Susan Collins, Senate Appropriations chair, condemned the move.
