US Congress passes bill allowing sanctions and tariffs on buyers of Russian oil

The US Congress passed the "Lindsey O Graham Sanctioning Russia Act of 2026," giving President Donald Trump power to sanction Russian oil exports and impose tariffs up to 100 percent on the top five buyers of Russian energy, military equipment, or sanctions-evasion facilitators, using the International Emergency Economic Powers Act. It also sanctions President Vladimir Putin and over 20 Russian officials and defense-linked companies, and targets Russia's "shadow fleet" of oil tankers. China and India, Russia's largest energy customers, are the main targets as the bill heads to Trump for signing.
