EU deadlocked on Russia sanctions plan to delist two billionaires before Brussels deadline

EU ambassadors are deadlocked in Brussels over a disputed plan to remove Russian billionaires Alisher Usmanov and Mikhail Fridman from the sanctions list as part of a deal to keep restrictions on nearly 3,000 people and entities accused of enabling Vladimir Putin’s war in Ukraine. Without agreement, those sanctions lapse at the end of Tuesday.
