US appeals court blocks fast-track third-country deportations

A US federal appeals court in Boston has largely upheld a ruling blocking the Trump administration from rapidly deporting migrants to countries other than their own without a meaningful chance to raise safety concerns. The administration has deported more than 25,000 people to third countries under a DHS policy; the court ruled migrants must receive effective notice of their destination and a chance to challenge removal if they fear persecution or torture there. DHS said the policy remains in force and an appeal to the Supreme Court is expected.
