German Chancellor Friedrich Merz told an October 1 ceremony in Münster awarding NATO the Westphalian Peace Prize that Russia could target Germany and the alliance if Ukraine falls. He warned that cutting German aid could impose peace on Ukraine, destabilize it and drive mass migration westward.
