NATO Secretary-General Mark Rutte said Russia could not defeat the alliance and urged Moscow to end its war in Ukraine and nuclear threats. Russia had accused NATO of reckless conduct after exercises near Kaliningrad involving reconnaissance aircraft, ground forces and fighter jets.
