For the second time in less than a week, the 9th Circuit Court of Appeals rejected the Trump administration’s request to set aside about 20,000 California mail-in ballots before the November 3 midterms, ruling it unconstitutional and likely to cancel ballots and strip eligible voters from the rolls.
