The US Coast Guard said it intercepted the 91-metre Grace between Cuba and Mexico on September 5 over suspected “dark fleet” tactics. The ship was escorted to Mexico, where inspectors found large quantities of fuel in its ballast tanks and containers believed to hold illicit fuel.
