Rahman Salehi, 34, and Salam Ahmadyan, 36, were charged with terrorism offences after allegedly receiving bomb-making instructions and materials, selecting Jewish targets in Manchester and conducting reconnaissance. Police said a third man, likely in Iran, was in contact with them.
