Maroš Šefčovič will lead two days of talks in China on restricting cheap hybrid car exports to Europe as Beijing’s trade surplus reaches £1bn a day. The EU wants measurable results before next week’s leaders’ meeting and may impose safeguards, including quotas, if China does not act voluntarily.
