Nearly 59% of Russian households own a cat, the world’s highest rate, yet the country has 2.8 million strays. The 2022 mobilisation order left hundreds of thousands of pets abandoned as owners fled or went to the front in Ukraine; up to 98% of stray cats and dogs were once household pets.
