MINURSO’s mandate ends 31 October after Russia and the US vetoed each other’s Security Council drafts to extend the 1991 mission. The US text would have renewed it one year, made Morocco’s autonomy plan the sole negotiation basis, cut the military component, and renamed MINURSO to MINUSO.
